After waiting until late Monday to issue a customer-specific high-inventory OFO for Tuesday, Pacific Gas & Electric expanded the OFO into a systemwide one for Wednesday. The systemwide Stage 2 OFO carried $1/Dth penalties for exceeding a 5% tolerance on positive daily imbalances.

Nothing that colder weather has moved into Florida and its linepack levels are low; Florida Gas Transmission issued an Overage Alert Day for market-area customers Tuesday. The tolerance for negative daily imbalances was set at 10%.

The Washington Ranch storage facility’s Unit # 2 experienced a turbocharger failure (see Daily GPI, Nov. 20) and will be unavailable until further notice, El Paso said Tuesday. Procurement of replacement parts is under way, but only one Washington Ranch unit will be available over the Thanksgiving holiday weekend. That will limit injection capacity to about 60 MMcf/d, the pipeline said. Because its operational flexibility to accept supplies in excess of scheduled quantities will be limited, there is an increased probability that a high-linepack Strained Operating Condition may be required, El Paso said.

ANR reported having been informed by the owners and/or operators of processing plants that service its Southeast and Southwest Areas that based on their analysis of processing economics for December 2006, most will not process gas unless required by ANR gas quality specifications. Based on these representations and upon review of current system conditions, ANR is establishing hydrocarbon dew point (HDP) limits of 25 degrees and 35 degrees Fahrenheit for next month in the Southeast and Southwest Areas respectively. Gas from meters that have HDPs higher than those limits and are located upstream of a gas processing plant must be processed. See the bulletin board for other details.

Effective Thursday until further notice, NGPL will schedule storage injections up to IQ (injection quantity) only for DSS, FSS and NSS customers in all zones on both the Amarillo and Gulf Coast Systems. Above IQ, BESS and PALS injections will not be available, NGPL said.
