Due to more moderate weather forecasts for most of its Pacific Northwest market area, Northwest said it would terminate effective Saturday (Feb. 25) the Stage II Unauthorized Overrun Entitlement implemented Feb. 17 for all Receiving Party customers north of Kemmerer Compressor Station (see Daily GPI, Feb. 17). The Blue Lake area stress relief excavation was completed around midnight Wednesday, Northwest said, and it expected to restore full design capacity through the Columbia River Gorge Thursday afternoon.

Columbia Gas designated the Saturday-Monday period as Critical Days in 20 Market Areas; see the bulletin board for details. Based on forecasted markets, available facilities and capacity utilization, Columbia projected that all available capacity to the affected Market Areas would be required to meet firm service obligations, leaving zero nonfirm capacity.

NGPL reminded DSS shippers that they are required to cycle 50% of their DSS inventory by April 30 each year. NGPL said it has determined that the physical requirements of its storage reservoirs will not be met to the extent required to waive the cycling requirement. A charge equal to the Unauthorized Inventory Cycling Rate will be applied to any remaining inventory as of April 30 that exceeds 50% of a DSS customer’s contract MSV (Maximum Storage Volume), the pipeline said. In addition, any balance remaining in DSS account on April 30 will decrease the customer’s injection rights between May 1 and Oct. 31. Based on operating conditions, NGPL has elected to permit DSS shippers to withdraw in excess of the 20% Maximum Net Withdrawal parameter for the month of March. No overrun charge will be assessed for DSS withdrawals in excess of the 20% net withdrawal parameter.

Columbia Gulf said it would begin accepting up to 125,000 Dth/d in nominations from the Exxon Grand Isle receipt point effective Saturday (Feb. 25).

Full capacity of 345 MMcf/d was restored at Amarillo Station effective with Cycle 2 nominations Friday, El Paso said.
