As a sign of some stabilization of a declining Jackson Prairie storage account balance, Northwest revised its Unauthorized Overrun Entitlement (see Daily GPI, Dec. 9) from a Stage I (at 3% imbalance tolerance) to a Stage III (13%) until further notice Monday. The entitlement affects all Receiving Party customers north of the Kemmerer (WY) Compressor Station. “To avoid penalties and a potential OFO through the Green River and Kemmerer Compressor Stations, Northwest requests your immediate cooperation and assistance to stay within your scheduled volumes by bringing on additional supplies north of Kemmerer,” the pipeline told customers, adding that it appreciated their quick response to its request to pay back imbalances owed to Northwest north of Kemmerer this past week. Customers who still owe gas to Northwest north of Kemmerer were encouraged to make payback arrangements as soon as possible. A suspension of Northwest deliveries to a CIG interconnect due to a line rupture late last week about 22 miles south of the Green River Compressor Station (see Daily GPI, Dec. 9) remained in effect Monday with no prognosis for restoration of service provided.

System operating conditions improved to the point that El Paso was able to lift a Strained Operating Condition (SOC) Sunday. The action came two days after the pipeline ended a more stringent systemwide Critical Operating Condition that had been declared the day before and replaced it with the SOC. “Actions by shippers that balanced their supply and demand, along with maximal withdrawal volumes from Washington Ranch Storage Facility, have restored south system linepack to a level at which system integrity is not currently threatened,” El Paso said.

Citing anticipated cold weather this week and its anticipated load requirements, Dominion issued Monday a System Alert. It asks all customers north of Lindley Gate Station in the northern portion of its system to monitor their hourly deliveries “and take necessary steps to minimize those hourly variances in an effort to avoid further action” by the pipeline. Impacted customers are served by these LDCs: Corning Natural Gas, National Fuel Gas Distribution, Fillmore, New York State Electric & Gas, Niagara Mohawk and Rochester Gas & Electric. Dominion said the alert was issued to that it can meet all of its firm obligations during the continued cold period, and will remain in effect until further notice.

Westcoast, which had reacted to declining linepack during the Dec. 3-4 weekend by setting an imbalance tolerance range of zero draft and 20% pack (see Daily GPI, Dec. 5), indicated that linepack levels were getting closer to normal this past weekend by changing the range to 5% pack and 15% draft.

Gulf South said a new receipt interconnect with Texas Eastern has been placed into service at Venice, LA, in Gulf South’s Zone 4 Capacity Allocation Area.

Questar said it will begin accepting ISS (interruptible storage service) injection nominations for Wednesday’s gas day effective with Cycle 1 nominations Tuesday.
