FERC has initiated a pre-filing process for CenterPoint Energy Gas Transmission’s proposal to build a new 168-mile pipeline between Carthage Hub in East Texas and the Perryville Hub in northeastern Louisiana.

The $375 million pipeline project, which would be reviewed by FERC under the National Environmental Policy Act (NEPA), would have an initial design capacity of 1 Bcf/d and could be in service as early as the winter of 2006-2007.

In late October, CenterPoint entered into an agreement to transport 600 MMcf/d of East and North Texas gas production for XTO Energy on the proposed pipeline system (see Daily GPI, Oct. 26).

Byron Kelley, president of CenterPoint Energy’s pipeline group, said the CenterPoint project was among several that have been planned in the same general area to transport growing gas production out of East and North Texas to pipelines bound for markets in the Northeast and Midwest. One such project is a joint effort linking the systems of Energy Transfer, Gulf South and Texas Gas to bring about 1 Bcf/d of gas out of the Carthage area to the Perryville Hub and to the Henry Hub (see Daily GPI, June 3).

XTO Energy has signed an agreement for upstream transportation capacity of about 700 MMcf/d out of the producing basins to the Carthage Hub on more than 100 miles of new pipe to be built by Energy Transfer.
