Sea Robin issued an OFO, effective at the start of Wednesday’s gas day, for all offshore receipt points. As previously posted, Sea Robin said, it has been notified by the third-party operator of the onshore processing plant on its system that onshore dehydration and processing is not available until damage suffered as a result of Hurricane Rita is repaired. “As a result of imbalances that currently exist, as well as those that continue to build…, pipeline pressures have increased to extreme levels” that required the OFO, Sea Robin said. The OFO will remain in effect until high-pressure conditions return to a normal operating range, it added.

Thanking its customers for scheduling supplies at points that helped reduced the operational impacts of the pipe repair necessitated by the land movement near Centralia, WA (see Daily GPI, Nov. 1), Northwest said scheduled quantities for first-of-month flows had been 71,000 Dth/d and 593,000 Dth/d through the Centralia Cutout and Kemmerer Compressor Station constraint points respectively (both southbound) and 303,000 Dth/d through the Vernal Compressor Station constraint point (northbound). “Due to customer realignments, Northwest did not have to reduce any shipper nomination requests” through those points, the pipeline said, while encouraging customers to maintain this flow pattern through at least Friday and possibly through Saturday. It will provide updated information for weekend nominations no later than Thursday afternoon.

Columbia Gulf partially rescinded Tuesday a force majeure issued Sept. 26 for meters upstream of the Egan (LA) Measurement Station (see Daily GPI, Sept. 27). All operators and producers upstream of Egan, excluding operators on the Bluewater Header east of Vermilion 245, may resume scheduling volumes. Columbia Gulf said it will provide further updates on Bluewater Header meters east of Vermilion 245 as additional information becomes available. It added that due to operational issues outside of its control, the Vermilion 221A, East Cameron 369, West Cameron 643A and East Cameron 334 stations remain unavailable for service.

TGT shut in five points Monday in its South Louisiana Supply Lateral Area due to maintenance on the Youngsville-Abbeville Line. They are expected to remain shut in through Nov. 11.

The BP-operated Grand Chenier Processing Plant in southwest Louisiana remains shut down due to hurricane-related damage and flooding, Tennessee noted. In an effort to help customers reach alternative processing plants in order to allow production to be brought back online, the pipeline said it expects to complete by the end of this week meter station work and repositioning of mainline valves that will allow customers to flow gas and liquids to the Sea Hawk Pipeline interconnect on Tennesee’s 507A-1900 line. The capacity of deliveries to the Sea Hawk meter is about 100,000 Dth/d, while production upstream of the Grand Chenier facility prior to Hurricane Rita was approximately 200,000 Dth/d, Tennessee said. See the bulletin board for a list of meters that are capable of nominating deliveries by Tennessee to Sea Hawk. The Sea Hawk system provides access to the Lowry Gas Processing Plant, with which Tennessee encouraged customers to make the necessary contractual arrangements in addition to arranging transportation to the plant on Sea Hawk.

Westcoast is restoring its normal imbalance tolerance range of 10%/10% Wednesday; through Tuesday the range had been zero draft/20% pack.

Transco reported it is beginning to receive “limited quantities” from its North High Island Lateral and its interconnect with UTOS without incident. Effective Wednesday, Transco said, it will allow additional volumes to flow — up to a maximum of 50,000 Dth/d from UTOS and, in aggregate, a maximum of 100,000 Dth/d from North High Island. An OFO that took effect Tuesday for the lateral will remain in effect until operations return to normal, Transco said.
