Southern California Gas declared an OFO for Saturday, saying it will assess Buy-Back charges to customers who deliver into its system more than 110% of their actual gas usage.

Meanwhile in the northern end of California, Pacific Gas & Electric said a systemwide high-inventory OFO that had been in effect for two days was being lifted Saturday.

NGPL said Friday it has returned a fourth receipt point to service in the vicinity of a rupture of its Gulf Coast #3 mainline in Harrison County, TX last month (see Daily GPI, May 17). The Crosstex-Woods B-1/Harrison point was allowed to resume flow because it is not solely connected to the #3 mainline, NGPL said. A force majeure remains in effect at the rupture site and nine other receipt points remain shut in.

An ongoing overhaul of the Gallup Station’s B turbine will extend through Tuesday of this week, two days beyond the original schedule, El Paso said. The work is reducing San Juan Basin capacity by 130 MMcf/d. El Paso also said pigging of Lines 1204 and 1113 between the Hackberry and Topock Stations, scheduled for Tuesday through Thursday, will cut North Mainline capacity by 235 MMcf/d at Hackberry (from a base of 2,066 MMcf/d) and Havasu Crossover capacity by 100 MMcf/d (from a base of 670 MMcf/d).

Columbia Gulf reduced the quantity of generally available capacity for its mainline system to 140,000 Dth/d Friday as the result of a May 27 fire at its Delhi Compressor Station in Richland Parish, LA (see Daily GPI, May 31). The reduction will remain in effect until repairs can be completed on the two compressor units that were damaged by the incident. The pipeline said it has determined that it is able to meet firm contractual obligations despite the loss of the compressors.
