Public Service Co. of Colorado and Cheyenne (WY) Light Fuel
& Power will implement Operational Balancing Procedures in all
areas effective Saturday and Sunday. The effect is to require
shippers to cut nominations to a level that does not exceed
estimated daily consumption taken from a previous "Model Day" (in
this case July 4, 1999). Imbalance paybacks will not be allowed
during the OBP period.
El Paso will hold several meetings in mid-August to explain the
Right of First Refusal posting it will make in early September to
offer the 1.3 Bcf/d of capacity now held by Dynegy. The meetings are
scheduled for Aug. 16 in Los Angeles; Aug. 17 in San Francisco;
Aug. 18 in Phoenix; Aug. 19 in Dallas; and Aug. 20 in Houston. Those

acquired the capacity, which had been turned back by Pacific Gas &
Electric, for the 1998-99 period in a controversial procedure that
still remains the subject of contention (see Daily GPI, May 7, May 12
and May 20).
Sonat's cumulative system cash-out imbalance is growing longer
rapidly. Wednesday the pipeline estimated the long position at
1,406,078 Dth as of July 12, more than three times as much as a week
previously (see Daily GPI, July 9).
Storm damage has rendered El Paso's IDELHI2 interconnect at Waha
inoperable until further notice. However, minimal impact is
expected since "very little gas" has been scheduled through the
point thus far this year, El Paso said
