Allen Franklin was named Southern Co.'s COO yesterday. In the newly-created position, Franklin will be responsible for five of Southern's Southeastern subsidiaries: Alabama Power, Georgia Power, Gulf Power, Mississippi Power and Savannah Electric. He will also be in charge of Southern Generation, including all of the company's regulated fossil and hydro generation. Franklin is currently executive vice president of Southern and CEO of Georgia Power. He joined Southern Company in 1970 and has held various executive titles.

Darcel Hulse has assumed Sempra Energy's newly-created position of senior vice president, the company said Wednesday. Hulse will oversee the daily operations of Sempra Energy International, Sempra Energy Resources and Sempra Energy Utility Ventures. In his previous position, Hulse was president of Unocal's Asia-Pacific ventures. Before joining Sempra he had been with Unocal for 30 years. Additionally, the company said Stephen L. Baum has stepped down as chairman and acting president of Sempra Energy International to concentrate full-time on his principal role with the parent company as Sempra Energy's vice chairman, president and COO.
