Carlos Pascual has joined IHS Inc. as senior vice president to focus on global energy issues and international affairs. Pascual, a U.S. energy envoy and coordinator for international energy affairs, directed the Energy Resources Bureau at the U.S. State Department and was senior adviser to the secretary of state on energy issues. He served as U.S. ambassador to Mexico from 2009 to 2011 and previously was special assistant to President Obama for Russia, Ukraine and Eurasia on the National Security Council. He also served for four years as director of foreign policy studies at the Brookings Institution. Pascual’s “distinguished career is matched by the respect in which he’s held around the world,” said IHS Vice Chairman Daniel Yergin.
