Dominion Energy Transmission Inc. (DETI) has filed at FERC for a certificate of public convenience and necessity to construct and operate a 120,000 Dth/d expansion that would move more natural gas from Pennsylvania to Ohio to serve growing power generation demand in the Midwest.

DETI said the Sweden Valley Project is fully subscribed by an undisclosed customer that has signed a precedent agreement. To meet the in-service date for the contracted firm transportation by Nov. 1, 2019, DETI asked the Federal Energy Regulatory Commission to issue a certificate order by Nov. 10.

Dozens of gas-fired power plants are under development across Ohio, Pennsylvania and West Virginia. Beyond Appalachia, though, even more are planned to replace outdated coal-fired plants. Citing the new demand, DETI said its pipeline system is “uniquely positioned to accommodate” gas-fired plants as its system traverses significant supply areas in Ohio and Pennsylvania.

The Sweden Valley Project would involve installing a short lateral of 1.7 miles, 3.2 miles of 24-inch diameter pipeline looping, re-wheeling three compression facilities, constructing metering/regulation facilities and other associated equipment in Ohio’s Licking and Tuscarawas counties and Pennsylvania’s Armstrong, Clinton and Greene counties.

The primary receipt point for the undisclosed customer would be in Potter County, PA, for delivery to a new interconnect with the Tennessee Gas Pipeline system in Tuscarawas County, OH. DETI currently estimates the cost of the project at nearly $50 million.
