Excelerate Energy and the Puerto Rico Electric Power Authority have signed definitive agreements for the procurement, construction and operation of the Aguirre Offshore GasPort terminal. The project is intended to supply natural gas to fuel power plants on the island. The agreements include the provision of one of Excelerate’s floating storage and regasification units (FSRU) specifically designed to provide closed-loop regasification services, together with the design, construction and operation of an offshore terminal for the berthing of the FSRU and the reception and transfer of liquefied natural gas (LNG) from an array of LNG carriers (see Daily GPI,April 22, 2013). Excelerate expects to receive a draft environmental impact statement for the project from the Federal Energy Regulatory Commission in the coming month. Pending Commission approval, construction is expected to begin during the fourth quarter.

Old Dominion Electric Cooperative (ODEC) has been given approval by the Maryland Public Service Commission to construct Wildcat Point, a natural gas-fueled power plant in Cecil County, MD, that would be able to produce 1,000 MW. The generator, named for a cliff on the Susquehanna River, is to be built about 5.5 miles from the Town of Rising Sun. Wildcat Point would be adjacent to the Rock Springs generation facility, which produces 672 MW for ODEC. Construction of the facility, which is expected to cost about $675 million, is expected to begin in late 2014 or early 2015.
