The Department of Interior‘s Office of Natural Resources Revenue is proposing to amend regulations to distribute and disburse qualified revenues from some leases on the Gulf of Mexico’s (GOM) Outer Continental Shelf under Phase II provisions of the Gulf of Mexico Energy Security Act of 2006. Phase I allowed energy-producing states on the Gulf Coast to share 37.5% of the revenues generated in bids, bonuses, royalties and rental payments from 2007 through 2016. Phase II opens the remaining GOM leases for revenue sharing beginning in 2016. Comments may be mailed to Armand Southall, regulatory specialist, ONRR, P.O.
