Columbia Gulf Transmission got the go-ahead from FERC last weekto build a 37-mile lateral to provide natural gas service to twopower generation plants in Warren County, MS. The so-calledVicksburg lateral will transport 285 MDth/d of gas to facilities ofEntergy Mississippi Inc. (EMI) and Warren Power LLC in WarrenCounty. The lion’s share of the gas (200 MDth) will go to EMI[CP01-28].

The proposed 20-inch diameter lateral will extend from a pointon Columbia Gulf’s mainline system in Richland Parish, LA, to aninterconnection point with the facilities of EMI at its existingBaxter Wilson generating plant in Warren County, and with thefacilities of Warren Power at a plant to be built in Warren County.Columbia Gulf pegged the cost of the lateral at $20.1 million.

The Commission dismissed a protest of Orange and RocklandUtilities addressing Columbia Gulf’s proposed rates and conditionsof service for EMI and Warren Power. Those issues “are not beingdecided in this proceeding,” the order said. “The onlyauthorization that Columbia Gulf is seeking in this proceeding isthe certificate authority necessary to construct the proposedlateral.”
