FERC staff has scheduled a conference for Dec. 8th to addressall policy and technical issues associated with the Commission’sproposal to implement auctioning of pipeline capacity in theshort-term market.

Specific issues to be addressed will include: how an auctionmight affect pipeline cost recovery, including issues of ratedesign, reserve prices and access charges; how prearrangedcapacity-release transactions could be accommodated within anauction; how a capacity auction could coordinate with gaspurchasing and risk management practices as well as with theacquisition and scheduling of capacity on interconnecting pipelinesand local distribution companies; how auctions affect transactioncosts; and how to determine the extent of available capacity aswell as the types of capacity that should be included in theauction,” the notice of conference said.

The staff conference will consist of roundtable discussions andpresentations. Persons wishing to make presentations and/orparticipate in the discussions should write a letter by Nov. 20 tothe Secretary, FERC, 888 First St., NE, Washington DC 20426.
