Southern California Gas is continuing through at least Wednesday a high-linepack OFO that was issued for Tuesday well after the close of Monday’s cash trading.

After ending Saturday an Imbalance Warning in market-area Zones 5 and 6, Tennessee declared a new one Tuesday that it said was due to scheduled maintenance and greater demand in the Northeast this week. The Imbalance Warning requires all delivery point operators in the two zones to keep actual daily takes out of the system equal to or less than scheduled quantities regardless of their cumulative imbalance position. All receipt point operators must keep actual daily receipts into the system equal to or greater than scheduled quantities regardless of their cumulative imbalance position. Tennessee also issued a meter/contract-specific OFO Balancing Alert for meter #020931 Tuesday.

Having cautioned shippers that it might be necessary, Northwest notified them of a Declared Deficiency Period beginning Tuesday due to Primary nomination requests through Kemmerer Compressor Station exceeding the available capacity of zero. The no-capacity constraint results from stress relief excavations near the station that are expected to last through Wednesday (see Daily GPI, June 27). Based on Kemmerer’s design capacity of 655,000 Dth/d, the Daily Deficiency Volume is that amount, Northwest said.

Having returned to normal operations at its Pine River Gas Plant with all three processing trains and the Kwoen plant back online, Westcoast removed a 50% Raw Gas Transmission constraint for Grizzly Valley producers Monday night. However, although finishing the McMahon Gas Plant’s annual turnaround is “progressing well” and the plant remained on schedule for an overall Wednesday startup, extreme weather in the area has caused delays with trains #2 and #6, Westcoast said. Thus a 78% Firm Raw Gas Treatment Overproduction Charge will be activated Wednesday at McMahon until further notice.

ANR reported receiving written notice Monday from Enterprise Products Partners saying the midstream services company intends to disconnect its Anaconda Gathering System from ANR’s system at Eugene Island 371 offshore South Louisiana on or about July 9. In addition, saying gas quality issues were resolved, ANR lifted Tuesday all capacity restrictions at the STILES RANCH receipt point in its Southwest Area, but the Southwest Area’s WHEELER STATE LINE/TRNSK location remains shut in due to such issues.

Spectra Energy‘s Egan Hub Storage in South Louisiana said due to a planned maintenance outage on the Trunkline system that began Tuesday and will last through Saturday, its interconnect with Trunkline is unavailable for injections or withdrawals during this period.

Anomaly repair work will require Questar to take different sections of its ML 68 segment out of service in July. Three meters will be shut in during the July 5-8 period, and receipt points in the East of Greasewood area will be limited to delivering to the White River Hub or TransColorado while East of Greasewood delivery points must source their gas from White River Hub. Also, receipts from the hub must net to zero with deliveries to it and TransColorado. From July 11 through 15 all East of Greasewood receipt and delivery points will need to be shut in, but currently only the Philpot tap would be affected. In the July 18-22 period two points will be shut in, while again East of Greasewood receipt points will be limited to delivering to White River Hub or TransColorado and the segment’s delivery points must source gas from the hub MAP. Also, White River receipts must again net to zero with deliveries to it and TransColorado. See the bulletin board for specific points affected by the work.
