Having recently outlined a five-year $7 billion capital spending program, much of it related to repowering a series of natural gas-fired power plants (see Daily GPI, June 7), the Los Angeles Department of Water and Power (LADWP) received some favorable credit rating news from Moody's Investors Service. LADWP kept its Aa3 rating and a stable outlook on more than a billion dollars of bonds in two sales expected to take place later this month: $675 million of refunding bonds (Series 2011 A) and $388.5 million of power system variable rate demand revenue bonds. Moody's said LADWP could become more vulnerable to increased operating costs related to its transition to cleaner fuels and heightened regulatory compliance.
