Texas Eastern lifted Tuesday restrictions barring the creation of due-pipe imbalances and payback of due-shipper imbalances for all points in its M-3 market-area zone.

Columbia Gas planned to cancel a force majeure declaration on Line PM-17 effective with Evening cycle nominations for Wednesday’s gas day. Columbia had cut the line’s capacity to zero March 17 due to “a force majeure event that has created an inability to flow production gas through Line PM-17 to Boldman Compressor Station.”

Southern said it will declare a force majeure event in association with a shut-in test at the Muldon (MS) Storage Field scheduled for April 5-11. Each CSS rate schedule customer’s Daily Injection Quantity and Daily Withdrawal Quantity will be allocated at 36% of its currently effective levels during the test, the pipeline added.

Enogex said capacity will be zero during April 4-14 maintenance at the NGPL-Corn delivery point in Enogex’s West Zone. In addition, from April 8 through the remainder of the month, Enogex will conduct federal Department of Transportation-required integrity testing on the transmission line in the East Zone between Welty and Allen compressor stations (Line 20). This work will include compressor station modifications as well as cleaning and smart pigging operations, Enogex said, and will intermittently reduce “significant receipt and delivery capacity” in the East and West zones, resulting in gas allocations. Noting that it had received FERC approval on Feb. 28 to abandon mainline capacity on its system in two phases, Gas Transmission Northwest (GTN) said Monday it has abandoned the capacity associated with Phase 1. GTN said it has reduced its Firm Unsubscribed Long and Short Term and Operationally Available Capacity, and its bulletin board is reflecting the new capacity availability. The capacity associated with Phase 2 is anticipated to be abandoned during the third quarter, upon completion of modifications approved in the certificate. Until then, the Phase 2 capacity impact will be reported as a facility outage, GTN said.

Saying it is in response to shipper requests for additional transportation capacity out of Parkway and to move additional Marcellus Shale supplies from its Niagara Falls and Chippawa locations, TransCanada PipeLines is holding an open season through April 15 for the new services. A limited amount of capacity out of Parkway will become available during 2013, TransCanada said, and more transportation between Niagara Falls/Chippewa and Kirkwall will be available for 2012 or 2013. The pipeline said it will post more information on its website Wednesday.
