Pacific Gas & Electric declared a systemwide Stage 2 high-inventory OFO for Thursday on its California Gas Transmission system. Penalties of $1/Dth were set for positive daily imbalances exceeding a 5% tolerance band.

Due to limited operational flexibility and in order to maintain linepack, Tennessee issued a systemwide OFO Action Alert effective Friday “for all Balancing Parties (including LMS-PA, SA contracts acting as balancing parties, LMS-MA and LMS-PL balancing parties).” The tolerance for overdeliveries by receipt point operators and undertakes by delivery point operators was set at 2% of scheduled quantities or 500 Dth, whichever is greater. “In the event the OFO Action Alert is not sufficient to maintain the operational integrity of the system, Tennessee may issue a Critical Day or an OFO Balancing Alert,” the pipeline said. Tennessee also said it was lifting a force majeure declaration for Compressor Station 527 in Port Sulphur, LA, due to completion of electrical line work that was being conducted by a third-party power provider, adding that full functioning of the station has been restored.

Citing forecasts of high temperatures in its service area, MRT said a System Protection Warning (SPW) will take effect Thursday until further notice. See the bulletin board for a list of SPW conditions.

Due to a recent reduction of northbound primary nominations through the Kemmerer (WY) Compressor Station, Northwest said it was lifting Wednesday a Recall Advisory there along with associated Realignment and Must-Flow OFOs. “Please be advised that the operationally available capacity at Kemmerer remains at 670,000 Dth/d,” Northwest said. “Primary nominations in excess of that amount will result in a reinstatement of the OFO.” The pipeline also reminded shippers of facility modifications scheduled for Thursday and Friday between the Lava Hot Springs and Pocatello compressor stations. During this time available capacity at Lava Hot Springs will be reduced from 648,000 Dth/d to 518,000 Dth/d, Northwest said, adding that if primary nominations through the station exceed available capacity, it will declare a deficiency period and allocate nominations accordingly.

Panhandle Eastern reported lifting delivery limitations Wednesday at its interconnect with Rockies Express in Audrain County, MO.
