El Paso tightened the tolerance for negative daily imbalances under a Strained Operating Condition (see Daily GPI, Jan. 17) from 10% to 5% Wednesday.

Citing “operational developments” in its service area, CenterPoint said effective Wednesday until further notice it is charging Excess Contract Quantities penalties to all shippers (including pool managers) running short daily imbalances.

Cold temperatures remain in the forecast for the Pacific Northwest, but a warming trend is predicted for the upcoming weekend, Northwest Pipeline said Friday. Thus it is adjusting a Stage II (8% tolerance) Overrun Entitlement for all Receiving Parties located north of the Kemmerer Compressor Station, including the Wenatchee and Spokane Laterals (see Daily GPI, Jan. 17), to a Stage III (13%) entitlement effective Friday until further notice.

Kern River reported Wednesday that its linepack has decreased by approximately 200,000 dekatherms during the previous two days “due to supply shortages and drafting by delivery point operators.” Kern River said it is working with supply point operators to ensure that shortages do not continue, and it was “imperative that shippers and operators refrain from drafting the system so we are not forced into a critical situation.”

CIG is holding a binding open season through Feb. 16 for a proposed new gas storage facility in Adams County, CO, to be named the High Plains Storage Project. See the pipeline’s bulletin board for more information. CIG recently began an open season for a proposed High Plains Pipeline that would connect to the storage facility (see Daily GPI, Jan. 16).
