Dominion Transmission Inc. has filed an application at FERC to upgrade and enhance storage and pipeline facilities in Virginia, Maryland, West Virginia, Pennsylvania and New York.

The USA Storage Project calls for Dominion Transmission to carry out upgrades to its Greenlick Storage Complex in Potter and Clinton Counties, PA; the Racket-Newberne Storage Complex in Gilmer County, WV; the Sabinsville Storage Complex in Tioga County, PA; the Woodhull Storage Complex in Steuben, NY; and the Quantico Compressor Station in Fauquier County, VA.

In addition, Dominion Transmission, a pipeline subsidiary of Richmond., VA-based Dominion Resources, proposes to hydrostatically retest three sections of its existing PL-1 pipeline in order to restore the pressure to pre-existing operating levels. In the early 1990s, three sections of the pipeline were reclassified as Class II to comply with the Department of Transportation’s safety regulations, which required Dominion to operate them at a reduced maximum allowable operating pressure, the pipeline said. The 110-mile, 30-inch diameter PL-1 pipeline extends from Loudoun County, VA, through Maryland to Juniata County, PA.

The storage/pipeline upgrade would provide an additional 73,502 Dth/d of storage deliverability and 4.41 MMDth/d of storage capacity, and an additional 184,994 of firm transportation service. The project is fully subscribed by four customers for an initial term of 15 years, according to Dominion Transmission.

The pipeline asked the Federal Energy Regulatory Commission to issue a certificate by Nov. 1, 2007. It proposes to begin construction in April 2008 in order to meet the requested in-service date of April 1, 2009 for storage service and in-service date of Nov. 1, 2009 for transportation service.

At its Greenlick Storage Complex, the pipeline plans to drill six new storage wells and install six new storage well pipelines to connect the new storage wells to the existing storage-piping network within Greenlick. It proposes to construct a new compressor station at Racket-Newberne, which currently has no compressor engines.

To increase deliverability at the Sabinsville Complex, Dominion Transmission said it plans to drill eight new storage wells and install eight well pipelines to connect the new wells to the existing storage-piping network. It also proposes to expand the compressor station at the complex by adding a natural gas-fired reciprocating unit to help improve late season deliverability from the pool.

Dominion Transmission plans to expand the Woodhull Compressor Station by adding two additional reciprocating units to assist in withdrawing a portion of the present base gas inventory in the storage pool and improving the pool deliverability at low pool inventories.

Lastly, the pipeline proposes to expand its existing Quantico Compressor Station by adding an additional gas turbine. Quantico currently consists of one 6,100 horsepower compressor engine.
