Southern California Gas declared a high-linepack OFO for Saturday, saying it would assess Buy-Back charges in accordance with its tariffs to customers who deliver into its system more than 110% of their actual usage on the OFO day. “Please remember that the Winter Balancing Rules are currently in effect and you must also comply with the appropriate minimum delivery requirements,” the LDC said.

Pacific Gas & Electric issued a systemwide Stage 2 high-inventory OFO for Saturday, setting penalties of $1/Dth for exceeding a 5% tolerance on positive daily imbalances.

Northwest said late Thursday its Jackson Prairie storage inventory has been depleted from 1.8 Bcf to less than 900,000 dekatherms “due to excessive drafting over the past month. This storage gas is used…to mitigate entitlements, offset potential OFOs and balance the system.” Northwest said it realizes that cold weather in the Pacific Northwest had occurred over the past three days and that current forecasts predicted a warming trend; “however, the reduction of [its] storage inventory can not continue.” Saying it would declare a customer-specific entitlement Saturday if drafting continued, the pipeline outlined several steps it was taking to maintain and grow its Jackson Prairie inventory; see the bulletin board for details. Northwest also issued a Declared Deficiency Period notice Friday for the Pleasant View Compressor Station but said the period was expected to last only until the end of Friday’s gas day. The action was taken due to running a second pig between Pleasant View and the La Plata B Compressor Station.

El Paso said it completed maintenance on Line 1208 downstream of Seligman Station ahead of schedule and restored North Mainline capacity to the normal 2,328 MMcf/d Friday.

Florida Gas Transmission is no longer limiting receipts at EGP-Cow Island Plant but is maintaining the limit at Exxon St. Regis due to receiving gas that does not meet its quality standards because of high concentrations of hexane and heavier components (see Daily GPI, Nov. 2).
