Northwest implemented a Declared Deficiency Period at the Kemmerer Compressor Station Tuesday, saying the deficiency period is expected to last until the end of Friday’s gas day. The action was taken due to Northwest replacing a section of mainline and installing pigging facilities in its Kemmerer District. Northbound flow capacity through the station has been reduced to 537,000 Dth/d during the project.

Texas Eastern said it has seen systemwide imbalances improve to the point that it can partially lift restrictions on creating due-shipper imbalances or resolving due-pipeline imbalances. Texas Eastern said it has “limited capability to resolve due-shipper imbalances.” Affiliated Algonquin also said it now has limited flexibility in resolving due-pipeline imbalances.

Saying the high-pressure conditions on Lines PM-3, PM-17, PM-30, KA, SM-116, and SM-123 in Market Areas 16, 17, 18 and 19 had been alleviated, Columbia Gas said it was canceling Tuesday the pre-OFO warning it had issued last Thursday (see Daily GPI, Oct. 20). Columbia also noted that an Oct. 13 FERC order approved the pipeline’s request to charge Storage in Transit (SIT) customers a penalty of 25 cents per day for each day the customer failed to comply with the tariff requirement to cross zero twice in the previous 30-day period, effective Oct. 16. “Please be advised that the penalty applies regardless of whether a critical day has been declared,” Columbia said. In implementing the new SIT penalty provision, Columbia notified all SIT customers that each customer’s 30-day clock was being restarted effective with Tuesday’s gas day. To the extent that penalties were incurred during the Oct. 16-23 period, such penalties are being waived, Columbia said.
