FERC on Monday issued a certificate to ANR Pipeline for the construction of a pipeline and compression expansion to meet the growing demand for natural gas supplies in Wisconsin.

The $48.1 million project would provide delivery of an additional 168,241 Dth/d of natural gas to local distribution companies and other customers in the state, the order said [CP05-364]. ANR anticipates that the expansion will be operational on Nov. 1, 2006.

The Federal Energy Regulatory Commission also approved ANR’s request for a predetermination of rolled-in rate treatment for the project costs, including reservation charges ($1.6 million) to be paid to Great Lakes Transmission Co.

The so-called Wisconsin 2006 Expansion Project calls for the construction of about 7 miles of 30-inch and 16-inch diameter pipelines; 22,990 horsepower of compression; and upgrades of five existing meter stations in various counties in Wisconsin. The new construction, along with the reservation of upstream pipeline capacity on Great Lakes’ system and the rearrangement of receipt points, would allow ANR to deliver the additional gas supplies to Wisconsin, ANR said.

The 168,241 Dth/d will include: 1) the incremental 43,241 Dth/d that ANR’s proposed expansion facilities will enable it to transport on its system downstream of its Joliet Hub; and 2) 125,000 Dth/d of customers’ gas that ANR can have transported by Great Lakes under the pipelines’ 10-year firm service agreement from their interconnection at Crystal Falls, MI, to ANR’s system in Wisconsin.
