The Federal Energy Regulatory Commission last Thursday gave EnCana affiliate Starks Gas Storage LLC’s proposed natural gas storage facilities in southwestern Louisiana the environmental green light.

“Approval of the proposed project, with appropriate mitigating measures, would not constitute a major federal action significantly affecting the quality of the human environment,” FERC staff concluded in its environmental assessment of the project [CP05-8].

Starks Gas Storage seeks to develop 19.2 Bcf of working gas storage capacity in Calcasieu and Beauregard Parishes in Louisiana, with maximum withdrawal and injection rates of about 800 MMcf/d. The Commission awarded a preliminary determination (PD) to the Starks Gas storage project in mid-April, leaving the project now a step away from receiving a certificate (see NGI, April 18).

Starks Gas Storage, which is located about 25 miles west of Lake Charles, LA, plans to construct a two-cavern salt dome gas storage facility in two phases and a 35-mile, 30-inch diameter header pipeline system, which would connect to Transcontinental Gas Pipe Line, Tennessee Gas Pipeline and Texas Eastern Transmission.
